IQ was the only prog band I saw in concert and that was doing an ABBA's cover.

^ Of course, it can be relative. There are some technical elements that make a song rock or metal. But, I generally think that the "edgy" metal vibe makes a song metal. Led Zeppelin never has that. Even when they are at their fastest, loudest. And their singer fortifies their rock character very much. But, Deep Purple's Perfect Strangers has those chorus riffs that are clearly "metallic". In Malmsteen's cover we are talking about, the vocals feel like rock. Some rhythms are also "rocky". But I concede that it can be said to be rock/metal, because of the guitar solos, some drum beats and guitar riffs -all of which sound rather "metallic"- and the sound. We may call it hard&heavy, maybe.

^ Agreed. My criterion was not the "rocking or not" aspect; but, as I said before, the "edgy" metal feeling. Black Sabbath had a bit of it, Deep Purple had a touch of it, but Led Zeppelin never had it. Yet, Led Zeppelin ROCKS! Even extremely solidly rocks sometimes. But I feel no "metal" in their music. You may think differently, for sure.
