Let's see, I guess I'll put a real controversal one: John Petrucci.
If you don't think his soloing is emotional, then I guess you need to listen to more of his stuff because his solos are not just all about shredding (listen to Yngwie Malmsteen or Michael Angelo Batio if you want shredding), he has so much emotion in his solos and they move me more than Howe, Hackett or Vai will ever do.

Andy Latimer and Dave Gimour are very soulful guitar players, and so are Steve Hackett and Jan Akkerman.

MMM depends on the song, the spirit carries on, for example, is full of
soul, same as lost without you but you also got songs like home or the
crystal prission

Listen to The Dream Sequencer (the track), and tell me why you think it's less soulful than you typical Gilmour solo.

I must agree with Steve Vai, Stevie Ray Vaughan, and Gilmour. I think i'll agree with Petrucci as well. A lot of the time i wouldn't, but for his solos on Falling Into Infinity if nothing else. Also his stuff with LTE is excellent. Soulful doesn't have to mean melancholic, just from the soul. Roine Stolt is another good one.
I'd like to add Frank Zappa, Allan Holdsworth, and Pat Metheny
