I'd add The Mars Volta. They sing some of their songs in spanish (particularly on their last album). And they sound like Led Zeppelin, Pink Floyd and King Crimson put together (three of my favorite bands of all time). 
I still have a lot of international groups to discover. I'm eager to listen to PFM for the first time...

What's progressive about Rammstein?  They have a keyboardist, but from what I've heard by them, I don't see any progressive tendencies.
Anyways, Mr. Bungle has some stuff that's not in english (Ma Meeshka
Mow Skwoz comes to mind) which is quite good. My favourite non-english
band, though, is easily Sigur Ros.

most of their albums are instrumental, so not English
even album names are mostly in German and other languages in their early period
wish Can and Guru Guru didn't sing in English, so that I could mantion them!
I still have one more German band to fit in: Amon Düül II. Phallus Dei and Tanz der Lemminge are just great!!!!

Baris Manco,Erkin Koray,Cem Karaca,Mogollar,3 Hürel,Selda,Edip Akbayram,Fikret Kizilok,Ersen (and Dadaslar) (but stick with the '70's, and 'early 80's!)

How would you define "best"?? THE best? Meaning ONE?? And then "best prog" means??? Best prog band/CD/song?????? I'm not very clear on what you want to know.
But... for me, there can be only one "Top Band" : Magma.

As a French speaking person, who loves the French language, I always had problems with rock (of all sorts, not only prog) sung in French. The rythm of the French language doesn't fit the rythm of rock very well. I always have the strange sensation that the singer is in another dimension than the band. Ange is a band I really love. I have most of their albums, saw them several times in concert. But it took me time to get accustomed to the French singing.
To a larger extend, I feel the same with other non English languages sung rock songs. Don't ask me why. It's just my ears.

Some Finnish selections from me! 
ALAMAAILMAN VASARAT "kinaporin Kalifaatti" : This was done with Tuomari Nurmio, who is a famous Finnish singer-songwriter. I think that many of the "real fans" of Alamaailman vasarat didn't like this. Luckily I'm not a fan of the band, so I enjoyed this lots! 
PEKKA STRENG (with Tasavallan Presidentti) "Magneettimiehen Kuolema" : Folk rock with minor psychedelic elements and witthy lyrics, which ofcourse don't open to anybody else but finnish speaking people...
TABULA RASA "Tabula Rasa": Medicore prog rock album, with influences of Uriah Heep and Jethro Tull. Silvennoinen is a great guitarrists, and the lyricist Mikko Alatalo is nowadays a meber of the parliament, making decisions agains those principles he preached during the 70's. Well, people have a choice to change!
SUOMEN TALVISOTA "Underground-Rock": More psych rock than prog. An absolute gem! Most of the lyrics were written only in purpose to attack normal values of the late 60's Finland, but there's some great surrealism included too! Features M.A.Numminen and Rauli Somerjoki, both famous Finnish artists. Actually, Rauli WAS as hes already dead...
