Certainly David Jackson. He's what God made the sax for. The solo in "Man-Erg" is absolutely divine.

I would say the Danish, check out Secret Oyster in
the 70's, Johannes Schonning in the 80's, they've
got that nocturnal swooze that cant be matched.

Did Harold McNair play sax on the 'Airforce' album with Ginger Baker? If so, I agree- there's some great sax playing on that. I know his flute work was on many albums though, like 'The Tumbler' by John Martyn and 'Asylum' by Cressida.
