Without a doubt, the best prog metal instrumental is Pagan's Mind - Back to the Magic of Childhood Pts. 1 & 2. This song is the perfect mix of hard riffing, soft melodic passages, and plenty of chops on every instrument. Both parts together are 12 minutes long, but it never ever gets old.
A strong 2nd place goes to Dream Theater for Stream of Conciousness.

I voted for Oldfield's Tubular Bells, but I think that you forget some great instrumental classics like ICE (Camel), LARKS' TONGUES IN ASPIC (King Crimson), MARS POETICA (Solaris), THE BARBARIAN (EL&P), AMAROK (Oldfield)...

having to pick an "all time best instrumental" from a short list which purposely leaves out some of the actual all time best instrumentals will not result in finding the all time best instrumentals at all.
