First of all, she may not know that you like her still.  Simply saying "you look beautiful tonight" is not the same as saying that you think she is an attractive person and you want to spend more time with her.

You may think that you have made it obvious what you want.  However, especially because she is shy, she may not be sure enough to act on what may only be an assumption on her part.
 
To "ask her out", you should ask her to do something with you.  I know, it seems you are in high school, it's more difficult then.  But, what do you have in common (going running together is probably not the best thing to do at first)?  Do you both like to smoke marijuana?  or just listen to music and talk?
 
The common movie idea is not really the best for a date in my opinion.  If you like someone intillectually, you would want to do something where you actually communicate with her.
 
Finally, here is my most important advice for you.  REALLY LISTEN TO THISShockedShockedShockedShockedShockedShockedShocked!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
 
Don't rush into asking someone out.  You should really get to know them very well before you do that.  I know it seems like a good idea now, and maybe you want to have a girl-friend really bad, but take things very slowly.  Make sure that you like her in pretty much every way and that she will not leave you whimsically.  Otherwise, you will get your heart broken and that is pretty much the worst experience.
 
Maybe you already know all this, but from what you say, you seem to really need advice.  I used to be in your situation, so I know what you are going through.

You know, you could impress her by doing it the Van Gogh way. Just instead of giving her the ring, give her your ear. It would fit the picture perfectly. Even better, do it before one of the paintings. Cut the ear so, that there's a fingersized hole in the middle of it, and that should still leave a lot of space to carve her name into. That'd be SO romantic!
