"Dead Winter Dead" by Savatage is also meant to be a good album, though I've only heard a few songs from it

just a few off the top of my head:

Amon Düül 2 - "Made In Germany" (a rather satiric look at the history of Germany in the 20th century, including a fake interview with Adolf Hitler - using excerpts from speeches by him -, who is being introduced as the drummer of a rockband)
Grobschnitt - "Rockpommels Land" (I don't like this album very much, but it is a concept album, and maybe you will like it. I'm just not too much into symphonic prog)
Gong - the trilogy of albums "Flying Teapot", "Angel's Egg" and "You" follow a concept, telling the tale of Zero the Hero and his visit to planet Gong
Mother Gong - "Robot Woman", parts 1-3 (another concept trilogy)
Mother Gong - "Fairy Tales" is also a concept album in a way, since three fairy tales are being told on it, accompanied by music
The Residents - "Eskimo" (allegedly a concept album based on the lives and music of the Eskimos, but you will find out after a while that it is all a hoax (definitely when they sing "Coca Cola is life" in the last track )
The Residents - "The Mole Trilogy" (another trilogy of albums)
Aphrodite's Child - "666" (based on the apocalypse in the bible)
Triumvirat - "Spartacus" (in the opinion of many, including me, an ELP clone)
Klaus Schulze - "X" (this could be called a concept album, because Schulze tries musical biographies of several persons here)
Klaus Schulze - "Mirage" (Schulze himself calls this "an electronic winter landscape", and I think the music on this album captures this perfectly. but only for friends of meditative electronic music)
Jack Lancaster - "Marsscape" (sax-player Jack Lancaster backed up by the original Brand X, creating an instrumental portrait of the planet Mars)

I would like to recommend "Days of Future Passed" by Moody Blues and "Arthur" by The Kinks. Both bands released lots of concept albums, but these are the ones I do like most. "Ogden's Nut Gone Flake", by The Small Faces, is considered as the first concept album - but I never listened to it. At least, in a historical point of view, this one is relevant.

Dream Theater - "Scenes form a Memory" 1999

Ayreon - "The Human Equation" 2004

Ayreon - "Into The Electric Castle - A Space Opera" 1998 (not sure though)

Shadow Gallery - "Tyranny" 1998 + "Room V" 2005 ( a 2 part concept - I only know the 1st part but it brought me to my knees - ordered Room V some time ago...)

the mars volta - deloused in the comatorium is also a concept album.  it revolves around a guy in a coma and his decision to live or die.  good imagery and amazing music, but not run of the mill prog like genesis.

Jethro Tull-Thick as a Brick / Aqualung (even though it was just a bunch of songs )

My current top 5 Concept albums

José Cid's "10000 anos depois entre Vénus e Marte"
(10000 years after between Venus and Mars)
Not your everyday prog album, but marvellous (Space ProgRock).

Genesis - Lamb lies down on Broadway

Yes - Tales From topographic oceans

Alice Cooper - Welcome to my nightmare
(not prog but a concept that only Mr Vincent Fournier would think of)

Black Sabbath - Sabbath Bloody Sabbath (this one I consider a concept
because all the songs have a similar vibe and feel, its a very dark album
probably the closest to prog that Sabbath ever had, and Mr Wakeman was
in da house

Not really that fabulous BTW, I like segments, but most of it bores me. I prefer Who's next which was intended to be another rock-opera, but they never got that project off the ground, but the music resulted in what i consider to be the Who's best album.
