How about "please use standard font size and weight for your posts unless there is a specific situation where you want to highlight something. Using large and/or bold fonts for no apparent reason is offensive for some users - as are large and/or obtrusive signature images."

and
"we're sorry, you can't post in bold letters because of El Bothy (and, respectively, Mike)

^ for me the width of a signature doesn't matter ... the new forum software adds scrollbars automatically. But I don't like signatures that are too high ... if the signature takes up more than half of my screen, for example.

I personally choose to bold (and color) my replies in a quote, but normally nobody takes that as a shout, because I do not upper case it. More than the bolding, it is the constant uppercase that is tiresome to me.
This being said, I rarely read El Bothy's posts because of his choice of character policy, as I rarely read also Yukorin's italic and centered posts. Not because I do not like them or do not care for what they say, but I find it troublesome and not worth the effort.
Something could be added to the "Site Rules and Guidelines" about forum etiquette, however to make a rule about this seems both excessive and pedantic. Not really, as the simple fact that the sentence is there can be used to prevent abuse and even serve as grounds to excusion if necessary (in terms of trolls a.o.)
I too think that very large signatures exhibit bad manners on the part of the forum member.

I haven't seen a single argument here as to why we should ban large font and bold....just people stating a preference.
On most forums members "police" this themselves by explaining to the "offender(s)" that it is poor forum etiquette, or posting "why are you shouting at me?"
Something could be added to the "Site Rules and Guidelines" about forum etiquette, however to make a rule about this seems both excessive and pedantic.
