When I vote: because it's a good way to make people know what I think.
When I create a poll myself: because I want to know what other people think (and to give my own vote).
 
Therefore I voted for option #2.

It depends entirely on the poll... sometimes I use them for recommendations, sometimes they're just for fun, and sometimes I'm curious how my opinion compares to others. So no vote from me.
