They were part of the "New Wave of British Heavy Metal". Not only part of it, but one of the front runners of the genre - Def Leppard practically defined their corner of NWOBHM. As did Iron Maiden. I think you weren't there because you don't seem to understand what metal is, if you don't think that either Maiden or Leppard were it.
Would you like some ketchup with those words - or just salt?

You couldn't be more wrong about me and labels - the only labels I care about are the ones in the centre of the vinyl. You're basically disagreeing with me, everyone else in the known universe, and the bands themselves - which you're free to do, of course, but just a few bits and pieces that MAY help you realise your mistake - don't take my word for it;
(from an interview) Steve Harris starts talking first about the inspiration behind calling the band 'Iron Maiden'.

Iron Maiden were at the forefront of the NWOBHM - so they can't have been first... Interesting question! I could write an essay on it... Here's one someone else wrote earlier - I don't agree with all of it, but it definitely started with Blue Cheer. Prog Rock is pretentious Heavy Metal's even more pretentious little brother - and don't forget it!

If 70's bands (Led Zeppelin, Deep Purple, Black Sabbath...) weren't
heavy metal then 80's (and late 70's) bands wouldn't be called NEW WAVE of Brithish Heavy Metal!
