If Dream Theater were on that list, I would vote them as #1.
But since they are absent, I'll have to vote for Porcupine Tree (with Ozric and Marillion as VERY close seconds!).

I like NIN but Reznor's work is in NO WAY prog.Pure Industrial music.

Overall, probably THERION, though they're progressive metal rather than
metal per se. Of the symphonic bands, perhaps SINKADUS.
REVOLUTIONARY ARMY OF THE INFANT JESUS were fantastic too, with
three outstanding albums, although only on the fringes of prog (more a
folk/psychedelic/industrial crossover, but still very proggy). Can't say I
really rate any of the bands in the list.
