"Starless" is definitely one of the most moving songs I know, as well as "Epitaph". I also second "Turn of the Century", though it does not have the same effect on me now as it had when I first heard it, decades ago. Another couple of songs that almost move me to tears are Marillion's "Forgotten Sons", especially its close (and I'm by no means a fan of the band), and Jethro Tull's "Farm on the Freeway" (listen to the lyrics if you want to know what I mean). Ah, and obviously lots of stuff from The Decemberists...

'She's Leaving Home', Rush's 'Losing It', and Tori Amos's horrifying account of her assault in 'Me and a Gun'

Well I have two ones (in a different way)
1. Pretty much the entire Dark Side of the Moon album, but more specifically, Time. My late father's favourite song was Time, and every time I hear it, I picture to him swerving all over the road (due to his rock fisting in the air while driving). I usually give that record a spin while on a long drive, its like driving with my dad!
2. The song that brings the most emotions to me (without exterior connection), would definitely have to be Supper's Ready by Genesis.

Nothing can reach me quite the same way that song does, especially in context.

Agreed. It's nice to hear Frank laugh on that song while doing the Central Scrutenizer character.

Forgotten Sons definitely passes the test of time. When I first heard it, I was a twenty something angry young man raging against the inequalities of life and politicians sending young men to die, from whatever political colour. I am now a mid forties angry person still raging against the madness of man and especially the brutal and unforgiveable atrocities all over the world. Forgotten Sons still speaks to me, because it addresses the human angle of war.

Three songs always move me beyond what music normally does.
Into the Everflow by Psychotic Waltz from Into the Everflow (1992).
Burning Rope by Genesis from ...And Then There Were Three (1978).
and
The Carnival Is Over by Dead Can Dance from Into the Labyrinth (1993).

The entirety of Tales From Topographic Oceans has certainly moved me the most I've ever been moved by music. Some notables...
Time Consumer - Coheed And Cambria Everything Evil - Coheed And Cambria The Willing Well III: Apollo II: The Telling Truth - Coheed And Cambria Feathers - Coheed And Cambria The End Complete III: The End Complete - Coheed And Cambria The End Complete IV: The Road And The Damned - Coheed And Cambria
(the story in Coheed's concept can be very emotional and moving at times... probably why the emo kids like them so much)
Close To The Edge - Yes And You And I - Yes Awaken - Yes Echoes - Pink Floyd Shine On You Crazy Diamond (I-V) - Pink Floyd Comfortably Numb - Pink Floyd Waiting For The Worms - Pink Floyd The Trial - Pink Floyd Epitaph - King Crimson
I'm only going with pure prog bands here. Plenty of Queen songs get me going, but they're prog-related.

Tales certainly counts for me as well.
Individual songs...these 3 in particular
Run of the Mill- George Harrison

Well, I should be ashamed for having forgotten one of my favourite songs of all time, one that has a particular meaning for me... Blue Oyster Cult's "Veteran of the Psychic Wars", with marvellous lyrics penned by Michael Moorcock, and a stunning guitar solo. Check the video on the band's entry page here... Pure bliss !
