Its a perverted little smiley that wants to fondle the other little smileys. It should be banned and sent to smiley prison for perverse for perversions.

I think the smiley itself looks condescending even though I know most people don't mean it that way, I usually use ;) instead of it.

Still, it only suggests... it never actually does the deed.  Which is actually even more unnerving.
