To me it means, "this sentence may sound like I'm belittling you, but I'm really not".
Kind of like saying "no offense, but...." and then saying something offensive.
Still, I feel compelled to use this emoticon, as it's my only way of hinting that I'm not being completely serious. I have a dry sense of humor, and that's hard to put across with just text.

Seriously, I've never thought the wink was condescending. I try to use it when I'm making a joke or clever statement to make sure people don't think I'm serious. I might use it in a teasing way, or just to emphasize that I'm joking so I don't look stupid, but I try not to use it as a "cover up" for a comment that's condescending.

In the olden days like the time I connected the network over to Shelbyville. Makes one pause for thought. I have been offending about half the people here regularly for seven years and I didn't even know it. And maybe those people have been deliberately trying to offend me in return and I never noticed.
