Maybe. Photons have no rest mass, but I'm not sure if they are dense enough as individual particles. But, being that they are an elementary particle, they are one of the building blocks of our universe, and our universe is made up of things that can move other things. Technically, yeah, I guess.

I guess it would be impossible for a human to actually create a device to densely pack so many protons photons, though

I seriously wrote it when I was 12, and it sucks (I still have it), but the characters, places, and some of the ideas were good, and just needed a more mature mind to craft the story.

Too bad I'm all out of discipline.  But I'm writing it anew anyway.
