Also Prog Rockers get the blues … although it could be argued that this selection is not always necessarily blues in the classical sense … but anyway,  who does it the best?

Wasn't this essentially what Hendrix, Cream, Zeppelin and Sabbath were?
 
Oh, I get it, it doesn't have to be a blues song it just has to have blues in the title?
 
Jugband Blues is a great song, definetely one of Syd Barrett's finest achievements.

I define "progressive blues" based on Zeppelin's In My Time Of Dying. I only know Floyd's song from this list.
