 I like this suggestion, a lot.
He has many songs that are at least as progressive as any song by any of borderline metal bands on this site.

I would say Hannah Montana, because of her unbelievable and peculiar songwriting. In fact, she is so revolutionary, that she should be under the Avant prog/RIO sub genre.

The Cars - because, well, most of us are guys, and guys like their Cars. Plus there is Progressive auto insurance, and you need to have The Cars in order to have auto insurance.

Crass. Their ultra-left theories, feminist ideas, anti-capitalist rhethoric, anarchist ideals made them ultra-progressive. And the music, too.
Ministry: they created the Industrial Metal genre, so they are innovative precursors, that makes them a progressive band.
Same thing for Throbbing Gristle, Cabaret Voltaire, SPK, Esplendor Geometrico.
