"Starless" is definitely one of the most moving songs I know, as well as "Epitaph". I also second "Turn of the Century", though it does not have the same effect on me now as it had when I first heard it, decades ago. Another couple of songs that almost move me to tears are Marillion's "Forgotten Sons", especially its close (and I'm by no means a fan of the band), and Jethro Tull's "Farm on the Freeway" (listen to the lyrics if you want to know what I mean). Ah, and obviously lots of stuff from The Decemberists...

so i was greatly moved by
comfortably numb-pf
summer lightening-camel
ice-camel
shamen song-red jasper
castle in the air-eloy
every single song from witching hour by yokeshire
smile-singularity
already gone-iq..among others...

Well I have two ones (in a different way)

1. Pretty much the entire Dark Side of the Moon album, but more specifically, Time. My late father's favourite song was Time, and every time I hear it, I picture to him swerving all over the road (due to his rock fisting in the air while driving). I usually give that record a spin while on a long drive, its like driving with my dad!

2. The song that brings the most emotions to me (without exterior connection), would definitely have to be Supper's Ready by Genesis.

Forgotten Sons definitely passes the test of time. When I first heard it, I was a twenty something angry young man raging against the inequalities of life and politicians sending young men to die, from whatever political colour.

I am now a mid forties angry person still raging against the madness of man and especially the brutal and unforgiveable atrocities all over the world. Forgotten Sons still speaks to me, because it addresses the human angle of war.

Into the Everflow by Psychotic Waltz from Into the Everflow (1992).
Burning Rope by Genesis from ...And Then There Were Three (1978).
and
The Carnival Is Over by Dead Can Dance from Into the Labyrinth (1993).

Well, I should be ashamed for having forgotten one of my favourite songs of all time, one that has a particular meaning for me... Blue Oyster Cult's "Veteran of the Psychic Wars", with marvellous lyrics penned by Michael Moorcock, and a stunning guitar solo. Check the video on the band's entry page here... Pure blissHeart!
