Had to vote for Queensryche. Rage for Order through Promised Land contains some of the best metal music you can find. I can hardly wait to see them live in June with Judas Priest.

Oh, yes. To answer the question I would side with Dream
Theater for the best prog-metal band. Although yes, PAIN OF SALVATION
is the best group on the planet, lumping them in a prog-metal category
is debasing the purpose of everything they've done thus far.

Who the hell is Dream Thea tre?
Anyway, I was ultimately split between DT, Symphony X, and Queensryche.
I ended up selecting Dream Theater just because Queensryche started
doing a lot of very mundane stuff after they really broke through in
the early 90s (Operation: Mindcrime is a masterpiece nonetheless), and
because I still haven't heard enough Symphony X to make a proper
decision- none of the record stores around here have anything
resembling a decent selection and there are maybe five good torrents of
their albums on the Internet.

dude are you serious with this poll?? Dimmu Borgir are black metal (posers), Nightwish are pop-metal, Children of Bodom are power with black vocals and Yngwie Maelmstein is a virtuoso guitar player.
Of cousre best prog band in these is Pain of Salvation.
I voted for Queesnryche.
