Btw, to the opening poster David D, Spanish rock started a few years before Franco's death, namely in Catalonia (let's say from 1970 onwards) because of widespread tourism. I'd say that things changed after his death for the Basque area, because cultural repression was much stronger in that heavily different languaged provinces. 
BTW, Franco himself was a Gallego (from Galicia, the province North of Portugal), a province which also have their local Gaelic language, like Asturians did as well, but didn't try what the Basque did; try to diminish the role/influence of the Spanish tongue (incidentally, this is what the Catalans are trying to do since the millennium and look where that brought them)

Apparently, (I just learned this in a documentary about Portuguese dictator Salazar), Franco's health had been a problem for some times and his stranglehold on all corners of cultural affairs had weakened (been loosened) in his last decade in power.

nothing automatic here, AFAIAC. 

I didn't learn and start listening to many European countries' prog scene until the mid or late 90's, at the same time I discovered of Galadriel (neo-prog) and Amarok etc...

However,  you're right that the recent avant-prog wave (October Equus, Ontalva, Amoeba Split and Kotebel  is quite interesting, but their albums rank lower in my lists (gnosis 10 instead of gnosis 11 or 12), partly because I've grown a bit tired of late of avant-prog (Kotebel is not really avant as such, but close enough for comfort)

On what basis? I know only one country which that can be argue with some good reason, and that is USA...maybe Norway too.

I'm always surprised when these lists are started at how many people automatically zoom in on the 1970s--this despite the fact that an enormous amount of great progressive rock music has been produced since the 1970s. Heck, I would argue that in many instances a nation's 21st Century prog releases could eclipse those of the "classic era" 1970s.

Perhaps two lists--"Classic" and "Modern"--should be requested when posting these threads.

P.S. I'd love to see peoples' response to queries for favorite "classic era" albums or bands for the Tech/Extreme Metal, Prog Metal, Neo Prog, Post Rock/Math Rock, and Experimental/Post Metal subgenres. That would be a laugher. (As if progressive rock music hasn't progressed since the 1970s!!!)

I am shocked nobody mentioned debut album by Nu - Cuentos de Ayer y de Hoy from 1978.
Probably my favorite Spanish prog album together with Crack. Pure gem, unique sound, dynamic heavy prog with lots of tempo changes, hooks and turns. Everyone who like violin in rock should check it out.

Nahemah - The second Philosophy (death - prog similar to Opeth, amazing album)
Dracma - A Fine Stormy Weather (great neo prog edited by Mellow records)
Maquina! - Why? (classic!! great psychedelic, jam and prog rock)
Galadriel - Chasing The Dragonfly (neo prog influenced by Yes)
Kotebel - Omphalos (great female vocals, similar to KC)
Amarok - Hayat Yolunda (great prog folk!)
Harvest - Chasing Time (great neo prog, with Steve Rothery and Alan Reed)
Díficil Equilibrio - Trayecto (Avant prog, really recoomend that album)
Planeta Imaginario - Biomasa (canterbury sound, perfect album!)
Iceberg - Coses Nostres (a classic album from Barcelona, jazz rock fussion)

This last album is excellent, and sad that the band has not been heard. It has been a part of Guy's shows for  at least 44 years!!!!! Along with some other bands listed here, although a couple of them (to my ears) are more conventional than progressive.

And very good with some small stories among all the listning. I can tell one myself:
My interest for Spanish Prog began 17 years ago when I bought the book  Scented Gardens Of the Mind. A guide to the golden era of progressive rock (1968-1980) in more than 20 European countries  by Dag Erik Asbjørnsen. This book gave me very much a wish to be acquainted with and own music from many different countries, among them Spain. 
I can only say, it showed to be an unincredibly giving wish, which was followed by an unincredible amount of satisfaction.
