Yes. Don't let the short song format fool you. It is a two-record sequence of songs that tells a story. The sequence follows a logical progression (ahem) in terms of the music, lyrics, and the story that cannot be changed without destroying the whole work. Keep in mind, too, that many of the great epics that are amongst the most visible aspects of prog are nothing more than an integrated sequence of shorter pieces. Supper's Ready is a classic example. No one denies that that song is progressive.

A complicate concept exploited with intense lyrics. Musically speaking each track fades into the following with continuity as they were several parts of a single suite. Long guitar parts i.e. Comfortably Numb. A little weak in keyboards but they are always present. Do you need anything else to call it "progressive" ? Isn't Young Lust enough to call it "Rock" ?

Well.. does it sound like Status Quo? Then it must be a bit more then 'classic rock' haha. The Wall has many aspects of the progressive genre, except for advanced compostion.

Musically it's more progressive than Tommy, but conceptually less progressive than The Lamb Lies Down.

Very much so, options 3 and 4 don't make sense at all. It's the integration of musicality and conceptual/narrative content that makes this an essential Prog album.
