Peter Hammill. He has a lot of very experimental albums. Examples:

Loops and Reels
Sonix
Spur of the Moment (with Guy Evans)
The Appointed Hour (with Roger Eno)
The Fall of the House of Usher (an opera)

There are the odd experimental tracks on many other of his albums.

yeah Shulze for exemple, also Roedelius, Schnitzler...many prog artists from the Berlin scene!

very limited list! I'm sure you can do better!

(ENO made wonderful cerebral music with its "ambiant part", so I can consider him a bit as an experimental artist)

forget it, Peter Hammill has never been classified as an "experimental" artist...this guy has a beautiful, emotional voice but he sings as a "popular artist"...for really experimental singers I advise you to listen to Meredith Monk

impossible to sum up things into two words; in progressive rock and among others I would like to say Faust, especially their work with Tony Conrad, also try Holger Czukay's first solo efforts and Conrad Schnitzler ("Blau" / "Rot" / "Schwarz" serie), Tier der Nacht's project with Mani Neumeier (Guru Guru) and the multi media artist & guitarist Luigi Archetti.

Mr. Bungle is very experimental. Their first two albums don't even sound alike in any way.

I like "experimental". The more you experiment, the more good things you're likely to find that haven't been tried before.

I like very much the deconstructive compositions of The Residents, experimental works by king crimson such as Providence or Starless and Bible black, The sheltering sky, Industry and so on...and of course Area's L'abbattimento dello Zeppelin, Mirage, Lobotomia, Area5, Caos...in the end I can't forget Weasels ripped my fleshby Zappa! experimental music is the best !!
