Tenko playing solo, apparently(it's too dark to tell if anyone else is present )
Samples of the band she cofounded, Mizutama Shobodan(Polka-Dot Fire Brigade) before going solo. I'm not sure whether it's a part of this suggestion, a suggestion of it's own, or not suitable.

Her (or her band's) YouTube videos posted above I've checked and felt she/they be close to Afrirampo, related to her musical family.
However, Afrirampo have already been rejected by RIO / Avant Team.

Tenko solo doesn't sound like avant-prog at all IMO. Maybe it's not the more relevant sample? The band sounds more close to avant-prog, especially the last sample (the others sound like experimental post-punk... which can be prog). I'll ask the ZART to evaluate Mizutama Shobodan for the moment.

I couldn't find any more samples on Youtube, which is annoying because her sound changes a lot from album to album (and sometimes from song to song). I know there are also a some videos on Youtube that don't seem to be related to her at all, like the ones pertaining to the http://en.wikipedia.org/wiki/Tenko_%28TV_series%29 - TV show . Either way, I could understand why she'd not be included solo.
Her collaborations with artists like Otomo Yoshihide, Fred Frith, and and Tatsuya Yoshida on Slope, At the Top of Mt. Brocken, and Dragon Blue are mostly what I'm getting at, as a solo performer she seems to be mostly a vocal improviser.
