I was watching Step Across the Border, a documentary/art film about Fred Frith, and in one of the scenes taken from his stay at the home of a Japanese family he is messing with this:

It swings back and forth and it makes sounds and I really want to know what it is. Can anybody help me here?

I guess it is one of the "home-made instruments" described here:
http://en.wikipedia.org/wiki/Fred_Frith - Fred Frith (1-3, 5-22, 24-26) – guitar, violin, bass guitar, DX7, Casio, percussion, bottles, home-made instruments, voice

I do believe you have discovered the elusive doohickey. I'd love to see that film.

Whatever it is, it's fine,it's fine,it's fine,it's fine,it's fine,it's fine,it's fine,it's fine.
Don't worry, it's like that.

I don't think it's homemade, may be some kind of wind whistle/flute, like a pigeon whistle, perhaps used in religious ceremonies or processions. Can you describe the sound?

That was mentioned a couple of times in the film, actually.
It wasn't a wind instrument, Frith at one point was holding it still without blowing on it or anything and it still made sounds.
