To give this title to anyone other then the Stones is laughable. The question asks not for the greatest Rock band, but the greatest Rock and Roll. The Stones catalog up thru the 70[s and early 80's define Rock and Roll, with it's attitude and it's swagger. Heck, even the Stones knew they were the best, why else would they have named themselves as The Greatest Rock and Roll Band"

The WHO have some 4-5 great classics albums
the ROLING STONES have maybe 8-10 great albums, a myriad of great singles and still roliing without interruption.....they get my vote!

I will have to chose The Who. Without them we wouldn't have got Rock Operas. And Tommy is one of my favorite albums of all time.

Objectively speaking, you're absolutely right. The Stones have played a far more important role in rock history than the Who and recorded more great music.
Until about a quarter century ago, I loved both bands to death. Even nowadays I think "Jumping Jack Flash" is the greatest rock single ever released!
But ever since STEEL WHEELS (which I enjoyed; I even thought it was some kind of comeback) it has irritated me immensely that the Stones have kept repeating themselves again and again and again. Shamelessly, they've released an even larger number of mediocre albums (both live and studio) than the Who! Mick Jagger's endless preening started getting on my nerves. I kept thinking I really appreciated the Who's madcap humour - at least the way it was until the early seventies. In the past fifteen years or so I've lost most of my affection for the Stones - but I enjoy the Who as much as ever.

fuxi makes a great point, The Who has been releasing consistent 3.5/4 star albums their whole career, while The Rolling Stones have aa ton of magnificent albums and rock classics and just as much crap and senseless repitition.
Hard choice, but I say the Stones just because they good outweighs the bad, at least in my opinion.

Rolling Stones made a lot of good singles, and is a very good band, but The Who had more to offer in terms of musical variety. So I choose The Who.

Both bands had excellent non-moving bass players but The Who wins my vote because The Stones never produced anything as great as Tommy, Who's Next or Live At Leeds.

The Stones much more mainstream although their first album being their lest known are quite good with psych compared to Floyd PATGOD and Beatles stuff. But The Who man! Much but much better musicians, better albums, better vocals, varied genres threw R&B, rock & roll, hard rock, and finally ending with pop rock and some synth pop with It's hard. My fave albums are Who's Next, Who are you and Face Dances. Other amazing albums Quadrophenia, Tommy, A Quick One, By Numbers and My Generation

Love the who.. but over the creative peak of the groups. .which ran pretty close to concurrently...
The Stones.. a string of rock albums from the late 60's to the early 70's that are essential recordings of rock.
Don't expect much love here on this forum... but the title is not for
Greatest Proto Prog Rock 'n' Roll ' band of all time
or
Greatest Prog Related Rock 'n' Roll ' band of all time
or even the
Greatest LIve Rock 'n' Roll ' band of all time
The Stones earned that title brothers...

You're right Micky and that's why the vote goes to The Who. Having both great creativity and both innovating, The Who has created much more than them and having almost no let down albums all their carrer. Talking with rock criteria.

oh no.. that is my point...prog fans will look at this with short-sighted lenses ... you all forget ... rock in not about innovating.. or being creative for creativities sake . that is prog not rock and roll. Rock is about jarring your molars with great riffs and hooks and creating memorable songs with great lyrics. Find me a better riff master than Keith Richards.. or outside of Lennon McCartney.. a better song-writing team than Jagger and Richards. Come on man. This isn't about prog... it's about pure and simple rock and roll.. and the Stones epitomized it. Plain and simple.

Heart says Live at Leeds and Who's Next are great albums. Head says but what about Beggar's Banquet and Let It Bleed?
Heart says Tommy and Quadrophenia. Head says ever heard Sticky Fingers?
But it's the early and later stuff that tips the scales. Who never made a good album after Who's Next. At least the Stones had Exile and Tattoo You. And I'd put Out of Our Heads or Between the Buttons up against My Generation any time.
Still, a tough call. Two of the greatest rock bands ever.

After Who's Next came Quadrophenia, By Numbers, Who are you and Face Dances. All of those being great and other amazing something the stones could never make.

The Who.
The Who were more artistic, Pete Townshend was/is more introspective, he almost always has been writing in some concept way (as Ian Anderson, or Zappa, for example, although they are so different), so they released 5 really concept albums, and 2 were filmed (Tommy and Quadrophenia); these are only 2 of the ROCK movies based on previously issued the original rock albums. also, My Generation is the first a real ROCK song, i mean not R&B or simple rock´n´roll stuff...........etc.
i respect The Stones, i agree that The Stones is more fun, much more a "party" band, so many different great musicians supported them in their live shows - great Funk, Soul, Blues, Rock etc. atractions, and the gals never were so crazy for The Who, probably coz they dont have " ohhh baby baby " the songs in their catalogue, but The Who is more ART, no question.
