The band Edhels (PA entry: http://www.progarchives.com/artist.asp?id=141 - www.progarchives.com/artist.asp?id=141 ) is listed as a French band, but they are actually from Monaco.

Check the biography section. The band members met on Monaco Jazz Conservatory.
They recorded their albums outside their small country, which is not surprising.

It should be changed for the sake of accuracy - but also it would be very cool to have one more country listed on our prog rock map!

It's a small country (a few square miles) in the middle of the French territory, so to speak. On the Mediterranean coast. (Monte Carlo casinos, Grand Prix etc.) I think they have some sort of a contract/treaty  with the French  government: as long as  there are any heirs of  duke/duchess family , the country will stay independent; if the family goes extinct, Monaco will become part of French Republic (again?).

Well, as you say, the band's bio claims the band was originally formed at the Monaco Academy of Music. But, it later [further down the page] refers to Edhels as a French band! And, does the outside world regard them as French?

I have changed the entry to point to Monaco ... but with reservations ...

Monte Carlo/Monaco is a tax haven in France. These guys are really French, because there is no way they can afford anything Monaco, let alone rent money for rehearsal.

Don't know, but my opinion for what it's worth ....

It comes down to a combination of:
    Where the band was and/or is based
    Nationality of members

But, there is no set formula - each case needs to be judged individually. In this case, do we know where they are based? And, do we know the member's nationality? [they may have come together in Monaco, but that doesn't necessarily mean they are Monégasques] - as Hugues says, it is more likely they are French, or at least based in France.
