simple topic, just add the song that define the neo-prog sound.

 
no albums allowed, just the most neo-prog sounding songs.
 
my take:
 
1. The Poet Sniffs A Flower - Twelfth Night (brilliant song)
2. She Chameleon - Marillion (sweet washing keys)
3. Breaking The Spell - Pendragon (fabulous guitars)
4. The Enemy Smacks - IQ (typical IQ song)
 
many songs to mention but those are the first songs that spring to mind when defining the sound.

Twelfth Night are my favorite Neo band, so I'll choose a few of theirs:

some out of place IMO
 
Marillion's Incommunicado and Arena';s Moviedrome are not typicly neo-prog in my book (the first is a standard melodiced rock song in the Who style, the second is pushing the boundary's of melodic space keyboard/synth metal)

I'll go with Black Light Machine by Frost*. Most Fish-era Marillion I find to be rather unique.

IQ - The Enemy Smacks, Widow's Peak
Twelfth Night - Sequences, Creepshow, After the Eclipse
Marillion - Script..., Forgotten Sons, Fugazi, Grendel, and everything else with the Fishy one really.
Genesis - Behind The Lines (prior to Duke, Genesis weren't Neo, they were still evolving the old style).
I guess you could consider 1980s King Crimson to be part of the Neo movement, as the sound they evolved was completely new.

Another band that evolved their sound, but no-one really mentions it - probably because they maintained their identity and integrity - is Camel. "Stationary Traveller" may be plastered with 1980s production gaffes, but it's a kind of Neo-Camel album which separates their older sound from the newer sound.

Had a bit of a neo prog splurge lately. It appeals to me a lot more than certain other subgenres of prog, I have to say.

Here's my take on it;

Marillion- Script For A Jester's Tear, The Web, Forgotten Sons, Incubus, the first side of 'Misplaced Childhood'

IQ- The Last Human Gateway, Awake and Nervous, Outer Limits, The Magic Roundabout, Widow's Peak, Leap Of Faith, Failsafe, Sacred Sound

Pendragon- Alaska, Queen Of Hearts, The Last Man On Earth, As Good As Gold, Paintbox, Guardian Of My Soul, The Shadow, Dance Of The Seven Veils

Pallas- Shock Treatment, Rise and Fall, The Last Angel, Too Close To The Sun, Towers Of Babble, Midas Touch, Cross and The Crucible

Arena- Bedlam Fayre, Opera Fantastica, Solomon, Jericho, The Hanging Tree, Witch Hunt, A Crack In The Ice

As for Camel, I think that's an interesting point, actually. I think 'Nude' in particular is quite an influential album to the 'neo prog' boom, especially Pendragon. What I dislike is the snobbiness about neo prog bands and Camel themselves, just because it doesn't have tons of shredding or off kilter dissonance, which personally does little for me anyway.

Marillion is my favourite neo-prog: Script, He knows, Garden party, Forgotten sons, Fugazi, Incubus, Emerald lies, Punch and Judy and the first three songs from Clutching.. (that I feel more like a three part suite than separate songs)
