Not free Bob, but I have Magix MP3 maker, which cost me less than 10 pounds. It's very good for that sort of thing.
 
It's also the first software I've come across which allows you to burn separate tracks without any gap between them, you can even cross fade them.

I use http://www.voyetra.com/site/products/audiosurgeon/ - Audio Surgeon to convert some old vinyl to mp3. It does splitting, some basic cleaning up (hiss/pop filtering, echos, etc.), and editing (fades, loops, etc.). Costs $30USD, you can also download a free trial.

Also try http://www.nch.com.au/wavepad/ - WavePad - it has a free http://www.nch.com.au/splitter/index.html - Slice plug-in (among others). And it's free!
