Of these two Rush albums, which one do you prefer?

Signals for me.

GuP was for awhile, but my opinion changed (you can see it in my reviews). I rate their albums post Moving Pictures like this:

1. Signals
2. Grace Under Pressure
3. Power Windows
4. Roll the Bones
5. Vapor Trails
6. Presto
7. Test For Echo
8. Hold Your Fire

You got it right the first time Cygnus, Grace Under Pressure is the best work Rush did post Moving Pictures, though I'd go as far to saw post Permanent Waves, but Signals comes right after it.

 
Just wondering where do you put Counterparts in their post '81 albums?

Signals.

Signals has weak spots, IMO (Losing It, Countdown and New World Man) but Subdivsions and Chemistry are among my favourote Rush songs.

Power Windows loses it after Marathon IMO.

For me, Signals was just different enough to take a while to like. No doubt my favorite from that CD is the very underrated Countdown.
 
That being said, Power Windows is my overall favorite by the band. My least favorite from PW is Mystic Rhythms, & its not really a bad song at all. The CD starts strong & doesn't let up!

I rate each song on Power Windows as 5 stars, but I really don't think it flows as nicely as signals  and Power Windows'  best parts aren't as good as Signals' best parts.
 
I voted Power Windows, but its a close call.

Me too. In fact, Cyggie, my list looks exactly like yours except switch Counterparts and Vapor Trails.

Signals is quite frequently my favorite Rush album of them all.

Well, on Signals, I don't like New World Man (never did) and Alex's sound (before the remastered version) was not good.
 
Power Windows has a lot of great songs (except maybe Emotion Detector and Middletown Dreams which I still like) and showcases Neil's best work post Moving Pictures up to that point.  His lyrics on PW are WAY better than on Signals, and I prefer the overall mood.  PW also includes Big Money, Manhattan Project, Marathon, Territories and Mystic Rythms, all classics to me.
 
So I vote for Power Windows.
