In Singapore, there are almost none listens to progressive rock.. From my survey, only 1.5% listens to prog rock and only 5% knows progressive rock exists in our population...

I have no idea about other countries but since Prog Rock fans are minorities, is it consider an underground act?

Of course it is. It is not really a widely known genre unless you were a music
fan in the 70s. The majority of people growing up today have no idea what
progressive rock is.

Yes, by definition.

For instance, only in a magazine catering to a highly specialized audience or hard-core music fans would come within a ten foot poll of actually reviewing "the latest prog release".  Prog is 1000's of feet below pop culture radar.
