I don't think it's their best per se, but Western Culture is my favorite Henry Cow album, so I'll vote for it. In Praise of Leaning and Legend will probably get the most votes.

And so would I. I also adore the self-titled SLAPP HAPPY album from 1974
(reissued on CD as "Casablanca Moon") - not prog in any shape or form,
but a brilliantly witty take on Brecht-ian pop music with an avant garde
touch.

Unrest - I love all of them, but that's the one I return to most frequently.

I also love Slapp Happy's work - described by Peter Blegvad as Douanier Rousseau pop music. I've got the Virgin version of Casablanca Moon on a single CD with Desperate Straits, but the original version (with Faust as backing band) is tons better.

In Praise of Learning. Incredible album, wich leaded me to Art Bears and News from Babel.

I think unrest is my favorite, even though I'm not very fond of the band.  Western Culture isn't bad.

In Praise of Learning  - Dagmar Krause makes me want to kill things
