I'll skip mentioning the political aspects of both the movies. I'm a tad too experienced for "such" things.

In my opinion, The Arrival (1996) offers a fantastic adventure; both fantastic and fantastical, to say it better.

While,

Arrival (2016) is also great, if a bit too much in grandiosity.

I'll go with both.

Arrival by Denis Villeneuve, easily. The other one is not really my cup of tea.

I liked both, so voted accordingly. 

I was reading a lot about terraforming back in the 1990s, chiefly non-fiction, and much of it in articles in the Journal of the British Interplanetary Society. The Arrival (1996) quite surprised me when one of the themes that developed in it was of this same subject. I won't say more on that in case others haven't watched it. But really cool movie for when it came out.
