How does the multiple poll votes option work, where it says "Allow Multiple Votes in this Poll"? Does it mean someone can vote for as many artists or albums as they like in the poll?

Yes, they technically can vote as many times as they like and for as many options as they like, but they have to vote for one at a time. It's a feature that can be easily "abused" (say with one person voting for one option many times).
