Watching the Flash who is quite abnormal, i can't think of a singual fact why Green Lantern is so hard to produce,in a serial formate, ive read Green Lantern origin chronicles of 1960s, and it is not stranger then Flash comics of same decade. I Want more focus on the presentation of Green Lantern in ceral format, thaank you Warner Brothers.

Q: So, what makes Green Lantern so special?
A: He's got a ring.

Q: What's so special about that?
A: The ring gives him special powers.

Q: What, you mean like Bilbo Baggins or Gollum?
A: No, like flying and shooting laser rays and sh*t like that.

Q: And this ring is the only thing about him that's special.
A: Pretty much.

Q: So, basically anyone can be super-powered with the ring.
A. Yup.

Q: So, what makes Green Lantern so special?

Of all the super powers I would like to have, Green Lantern's would be my first choice. I could be creative with it. I think I'd get bored with anything else...maybe.

I don't think it's hard to make... they have done a film ,and the Avengers films have just as much fx required.
Interestingly they have a Flash series but no film and  Green Lantern film but no series. Go figure.
And they are currently making a Dr Strange which requires a lot of fx also. My guess is that no one has pitched a solid series set up to a producer yet.

I only watched the first season of Flash. I don't really care for the young actor who plays Flash. The show didn't capture my interest for that and other reasons. I used to watch Arrow but gave up on it also.
I watch Supergirl on and off but I have the same problem in that some of the actors on the show just don't interest me though I do think the lead actor is good as Supergirl.
I  watch the other paranormal/ supernatural and sci-fi tv shows that are on:
Supernatural
Grimm
Sleepy Hollow
DC's Legends of Tomorrow
The Magicians
The Expanse

I'm sure a Green Lantern series would not be too hard to make. There prolly  just isn't enough interest to justify it. If the movie had done better maybe there would be a series. I don't know a lot about the world but it seems interesting. I've got a friend with a giant Blue Lantern symbol on his rear windshield.

One could similarly ask why DC never produced or licensed new tv series for Batman, Green Hornet and Wonder Woman given that they have a proven history on the small screen and as a result are probably more familiar as superheroes with the non-comic buying general public than the Green Lantern.

With all these things its a matter of hitting on the right formula of actors, writers and production team (and as we have seen, each of these are equally as important as the other).
