If I am to choose from all genres I can make a huge lists of evil songs.
It will mostly contain Britney Spears and those reality show groups.
At first place we will see Carola though. Swedes and maybe some more
will know who she is. She won the European Song Contest 1991.
It's harder to think of an evil prog-song...

"Dem Guten, Schönen, Wahren" by Amon Düül 2 tells the story of a child
molester from his own view, glorifying his own deeds. this is
interspersed with calls from the public who want him whipped and
hanged. the parts of the chld molester are very evil indeed

Abduction Of The Adolescents by St. Elmo's Fire is pretty creepy. I beleive that it is about the serial child killer Wayne Williams from the 1970's. There are no lyrics, but the music is quite scary.

Mike Oldfield - the beginning of Tubular Bells (the Exorcist part)
Comus - their entire debut album
Genesis - the Musical Box (it's about a rapist)
Led Zeppelin - Stairway to Heaven (if all the backmasking rumors are true)
Opeth - much of the songs on their 'Deliverance' album
the Eagles - Hotel California (evil in a very subtle way)

Lots of Swedish black metal can fill that role.
Evergrey's Inner Circle and Recreation Day alnums have some very dark themes going on.
Also the new Opeth album is quite satanic in nature (according to Mike Akerfeldt it is the first one to be so)
I'll think of others

Death makes some pretty evil noises, but for me, the whole album Reflective Depths Imbibe by Windham Hell is pretty evil. So is the "Music for Falling Buildings" demo from Velvet Cacoon, asp. "Fire Bloomed From Frost". Black metal, not exactly my cup of tea...

English translation of "Dem Guten, Schönen, Wahren" ("For the Good, the Beautiful, the True") by Amon Düül 2:
The Child Molester:
"You let the children come to me,
In white gowns and flowers in their hair.
I took away their virginity.
Just can't tell you how wonderful it was."
The Angry Crowd:
"Serve the Good, the Beautiful, the True,
Whip him, he's already quivering for it.
Let him feel the sweet torment,
He so craves for shame and disgrace - yes!"
The Child Molester:
"We danced ring-a-ring-a-roses
And sang a beautiful song.
The smallest started weeping for her mother,
I softly speared her with my member".
The Angry Crowd:
"Come thee all and look at him!
His head shaved bald, and still he smiles.
Let's get to work, it's easily done,
Hang him high, the lewd moloch - yes!"
Quite an evil song, in my opinion.

Well mate, if You'd understand german then Die ei(e)r von Satan woulden't be that scary anymore... Its a parody of a nazi speach involving the recipe for cookies, yes, you are right Me and my friends laughed our head off becouse of it ( the part where he screams "Und keine eier!!!" - "And NO Eggs!" folowed by the cheering croud rules!
btw... I'm not sure but I think that the guy mentioned something about hash in the recipe!!!

It's not much of a song, rather, it's one of those "artsy" tracks that you'll find in between the real songs on just about any TOOL cd.

The song "Double Dare" by Bauhaus is VERY evil sounding (especially that fuzz-bass riff and stomping, clattering drums combined)

Yeah, they were especially provocative early on. “Henriette

fatal car accident, the steering wheel crushing her chest.
