By over-compensating for perceived low-level lighting, the rest under-compensate making the brown in the image appear black. In the photograph the colour palette used is pale blues (Pantone 652) and pale browns (Pantone 448)

Weird. Somebody showed me this picture earlier tonight and I saw black and royal blue clear as day. But looking at it this time, it's clearly gold and white.

Gold and white here.   I think we may simply have a case of how light ~ or as Dean said "perceived lighting" ~ causes variable color reproduction.   All color is interrelated at some point on the spectrum;

Blue and gold for me.  But the gold looks brown, and the blue looks grey due to lighting.  I'm notoriously bad at colors.  I wear mismatched socks a lot.

I saw white and gold, then I looked at a gif and saw purple/brown, now I only see blue and black but if I stare long enough it will look blue and gold again.  However, I can't see the white again no matter how much I try

Can I be the first to say that, as dresses go, it isn't particularly fetching and would remain so regardless of what colour it is in reality (blue and black), in the image (pale blue and pale mustard/brown) or in people's perception (white and gold). It would be equally as ugly in any other colour combination.

In the photo it's obviously white and gold, but photographed in shadow.  That's absolutely what I thought, and although I could see how people might think the white is a pale blue, there was no way the other colour could be black.  Absolutely not. 100%
Then I saw a TV news item about it, in which the reporter showed us the dress (which is undoubtedly undeniably dark blue and black - 100%) and then he put the image through filters that made it turn white and gold. 
So, it's  been tweaked with.  The actual shade of blue is darker than the shade used for Facebook, in case you haven't seen it without the tweaking.

I guess blue and black, I can't see white and gold even in the brightest picture. The gold I can see, but the blue remains... Blue, to me. At first I thought it was like those optical illusions where you can see two different things alternatively (like the cup and the faces), but no. No white for me.
