Good question..."What is the voice of prog?"....not "Which is the best".
If Prog music is supposed to be rich in diversity, with sudden and constant changes of moods, intensity and style, Peter Gabriel must be considered THE VOICE OF PROG. By far. Just take a listen to "Getīem out by friday". Peter on that song exhibits a dozen of moods, a dozen of characters, many kinds of feelings and intensity. Just what prog demands. ...Well, what else could be expected from the band that set the standards of prog from the very beggining (In the most complete and consistent basis)?.
I see Jon Anderson very close to Peter. Saying Jonīs voice is the VOICE OF PROG would be admiting Prog is flat, souless, textureless, rigid and inexpresive. Do you want prog to be that?.
Ian Anderson is another great vocalist as well as Hammill.

Wow, I mean I know Anderson's voice has it's drawbacks, but to say it's "flat, souless, textureless, rigid and inexpresive" is so inaccurate that it makes me wonder if you've ever heard any of Yes's music.
Why I understand that Anderson's voice may not appeal to you, I suggest more closely analzying the reasons why and getting at what's really at issue for you, instead of just writing a bunch of critical words empty of real meaning that are completely off the mark.

This is a really difficult question. I can't decide. Lately, I've been digging into Greg Lake's voice more than the others, so I voted for him.

I had to go with Fish. I think he has one of the most distinctive and
unique voices in prog. He's able to cover a very wide range of emotion
and expression with his voice, from quiet vulnerability to biting fury.
Maybe not the most techincal singer, but he has what many prog
vocalists lack, raw human emotion. No other singer has had their
performance touch me more deeply. If I were building a prog supergroup,
he'd be my man. Gabriel, the Andersons (Ian and Jon), Wilson, and Lake
were all tied for second, though.
I was kind of disappointed to not see Maynard James Keenan on the list, though

How can people actually vote for Peter Hammill? His voice is TERRIBLE... I mean, listen to godbluff, it sounds like he's being forced to sing, he doesn't put ANY emotion in his voice whatsoever... it's just terrible. If it wasn't for VDGG's crummy singer, their music would be nice.

Freddy's voice "technically better"? Why is this your only criteria? The poll is for the most representative prog vocalist and, I think most of us would agree, Freddy's music isn't really prog. Have you listened to "Night at the Opera" lately? You know, all the other songs besides "Bohemian Rhapsody"? Not prog, more like Wings.
And, I've said it before, the moment he released "Fat Bottomed Girls" to the public, he disqualified himself from being considered a prog anything.

Thanks. I thought the same too. Queen aren't the most progresive band but freddy is an incredible singer.

John Wetton is my favorite singer, but Jon Anderson is the epitomy of prog singing imo.

Mercury is the best rock singer. But if we have to talk about pure prog, Gabriel would be the absolutly king.
And I should add some female singers like Annie Haslam (Renaissance)
