Not a bug. You added a review to a rating and it doesn't appear on the homepage as it is still old. You will have to live with it.
It's just the same as editing a review. Won't appear or everyone would be doing it.

I think M@x's latest upgrade (back then with the quick review feature) made it possible to compete an older rating with a review and have the review show up on the homepage as new. At least that's what I remember he said.

M@x said he would look at adding that facility. Not there at present though. I'm not sure how helpful it would be. Could mean lots of reviews appearing again and again due to minor edits.
 
For a review to appear on the home page after a rating only has been posted, the rating only needs to be deleted by an admin.
