I've been listening to a lot of Ozric Tentacles and Early Porcupine Tree and most of Floyd.

What kind of instrument is producing the sound-effects...they can be heard vastly on Sunday of Life,Downstair and Sky Moves Sideways.

Is it just fooling around with ambience on the computer or a synthesizer?

mostly synth and guitar. A lot of them through selfmade synth effects. Well, not sure of those particular songs, but the bands use it like this a lot.

selfmade synth effects? I understand the synthesizer and guitar but the selfmade effects I don't.

The Silver Apples built their own synth in the late sixties, I don't see why other people wouldn't be able to do so with relative ease using more recent technology.
