For me it has to be Steve Hackett. I don't think he has released a bad album; even his lesser works are interesting. He has remained truly progressive, and shown off his talent in many different styles. At his best he is as good as his old band, and he has also established excellent longevity, being more popular than ever with his fellow musicians. One of the few true giants of the genre.

Rising Forse, the Malmsteen covers on Inspiration are really good. His covers of Kansas Carry on Wayward Son and Rush´s Anthem are excellent.
His debut and Concerto have a lot of prog moments, although not considered a prog artist he has done a lot of prog stuff.
