I'm going to say either Captain Jack, the Ballad of Billy the Kid, Prelude/Angry Young Man, Miami 2017, or Scenes from an Italian Restaurant.
Tough between Prelude/Angry Young Man and Scenes from an Italian Restaurant... I'm going with the latter, SfaIR :) I think Piano Man has some prog undertones throughout. I mean Billy Joel from Piano Man until 52nd Street was exactly that perfect middle ground between prog and punk/disco imo. Glass Houses, onwards.... not as much. Def more punky/disco-y. Imo, I would say Scenes From An Italian Restaurant, The Entertainer and The Ballad Of Billy The Kid. There might be a few others since I am not familiar with his entire catalog.
