This is probably a blink shot but i will probably convince you that his one solo release (ind my refereance point in my introduction for his place is well suited for Neo-prog), the album Rise Up from 1996 is produced in germany (i think ) by that time Bobby lived in Europe, on this record he is teamed up with then Saga vocalist now ex -vocalist Michael Sadler on 3-4 tracks as backround vocalist. the aproach on the album Rise Up is a mix of AOR and Neo-prog most of the songs are short, but with heavy guitar and thick keybord sound.
some RnB flaowerd but the eccence off Neo-prog and Art Rock is verry clear. on the use of Lush Synths, with more catchy aproach then the 70th Symphonic rock but not less sofisticated.
the vocals is outstanding, his High tenoer fits verry well in this eviroment and the band has a lot of freedom and can do a lot of cool thinks becouse of the vocal range of the Vocalis (and co-vocalists).
it is a mix of Saga, IQ, Arena (softer), Asia and Marillion the Vocals more similar to Saga, David Byron and Freddie Murcary then Gabriel, Fish and Colins type.

the intros are verry cool, some range from heavy eynth ladden, some more oriental, japanese feel, som more RnR.
the recomended track (actualy listen to the hole album is the best advice some songs are more Proggy then other)
the Title Track - Rise Up is more Saga feel to it
track 3 Annelis - dramatic feel, nice melodies
track 4 - Is It Over - east asian feel to it, moves into an AOR feel
track 5 - Lets Talk about Love - more heavy prog som nice twist half wasy through the song
track 6 - Who Cries Now
track 8 -Long Hair woman - verry interesting song with alot of cool effects and abit experimental, some Mellotron and windy synth atmosphere, Arena like heavy riffing symphonic, but some nice Twang guitar to have some eadges, also halfways seems like a lost Soundgarden song strange

and a Steve Howe like aucustic guitar on the intro and end.
track 1 and 9 is cover songs - one by Joni Mitchell - Woodstock and Carrol King - You've got A Friend
track 10 - To Be Yore Evrything - more ballad song - Foreigner like - frettles bass, nice guitar melodies
track 11 - Paralyzed - Heavy prog, realy powerfull song, some nice twists.
all the tracks are verry tight preformed and the prog essence are there (this is not prog in the Avant-garde, Eclecetic, Folk or Symphonic segment but closer to Neo- Prog, Crossover and Heavy prog and the guitar is top notch, and rythem section is verry solid
