Not sure what is being said, but I believe it's being spoken in Hebrew. 'Bout all I know.

I did some searching when the album came out for the Biblical verses that are being spoken by Neal, in reverse no less, at the beginning and end of the album. They are spoken with multiple voices fading in and out of each other.

(At the end of the album)
Revelation 21:2 & 3
And I saw the holy city, new Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband.

And I heard a great voice out of heaven saying, Behold, the tabernacle of God is with men, and he will dwell with them, and they shall be his people, and God himself shall be with them, and be their God. (This second part is spoken three times total, the second and third times starting at "Behold")

(At the beginning of the album, spoken a few times)
Exo 25:8 And let them make me a sanctuary; that I may dwell among them.

That's all I have, but I'm sure that's what's being said.
