Though I am a bigger fan of Yes then Tull, alot of Jon's lyrics are nonscense.

Peter Gabriel. Although he didnt write all the lyrics for early Genesis, the bands lyrics covered a wide range of topics in a very inventive manner.

Fish, Peter Hammill, Daniel Gildenlöw, Buddy Lackey all quite inspiring to me and missing from the list.
From the list I would pick Peter Gabriel, very versatile and always quality lyrics.

'Twas a tough call between Peter Gabriel and Ian Anderson, but as Genesis was the first real prog band I heard, I have stronger sentimental ties to Gabes lyrics - so the vote goes for him.Tho I think sometimes Ians lyrics make more "sense".

Jon Anderson. His lyrics don't have an immediately obvious meaning but they are so poetic and work so well with the songs.
