It's not a contest for me, but I expect that some will prefer Neal Morse since he is a big name in Prog circles. I think it's easy to draw musical comparisons. Solo singers with guitar as in above, collborations, more rockin' numbers such as: But also because they both commonly have a message in their songs, and at times both might be called preachy in their own way. Gotta go with the innovator here, nothing against Neal Morse, but i've never heard anything and gone: "Wow! That sounds like Neal Morse!" Because though he is a good song writer, nothing he writes is unique or particularly distinguishable to him. Also, my favorite Spocks album is post Neal (Brief Nocturnes).

I never was a listener of what I call American folk music, as a kid/teen it just seemed very boring music to me. I still don't listen to any of it, but I recognize the creativity he has. Growing up listening to funk and R&B his music was miles different than what I liked.
I'll pick Neal since I listen to his music.
