I would say Robert Fripp, because it's one of the founders of prog, and he's still doing interesting stuff. Hammill and Latimer are both tied in second place.

For me, Steve Hackett is as uncompromising as Fripp and is more encompasssing of a multitude of styles and tonal variations......
