I think there should be some sort of idiot test. Basically, a suspected idiot is put in a room after not drinking for a while. There is a Mountain Dew bottle, but it is filled with an obviously dangerous substance. If they drink it, they die and do not reproduce. If they don;t drink it, they live and are free to reproduce. Sounds good to me.
