indeed, it was Hoelderlin. the cryptic hint about living in a tower room of a room refered to him living in a room of a tower that belonged to a man named "Zimmer", which is German for "room"

Magellan did circumvent the globe, though he failed to survive the circumnavigation

as I understand it, his expedition completed the circumnavigation but he did not, having died on-route. Technically, since he had made the journey from Spain to the Philippines on an earlier expedition he did a full circumnavigation - just not in one go.
 
Anyway - that's all irrelavent as it's not the answer to Eugene's clue.

the circumnavigator may be Piccard. who went around the world in a balloon. but what is a relative of the balloon? a starship? Captain Piccard of Enterprise is indeed a relative of Piccard the balloon navigator, as is revealed in one of the episodes of "Star Trek -The Next Generation". but how does that fit?

I'm gonna assume Russian, cause I know it ain't French Wink

Okay, so the first part is the circumnavigator, and the second is a ship, but not the type of ships he used to sail.
