My list would be:
1- Jello Biafra (something around 100000 miles ahead from the others)
2- Captain Beefheart
3- Bruce Loose
4- Frank Zappa
5- Lou Reed
6- Ian Curtis
7-
Gene Simmons
8-
Syd Barret
9- Steve Albini
10- Al Jourgensen
I highlighted the prog ones...

Very difficult this one, between Fish, Waters and Gabriel. I just give it to Fish, as he is the most poetical. Superb writer. But the other two run him close. Depressing, realistic lyrics win hands down over airy fairy goody goody wishy washy ones. (Sorry Jon Anderson, even though I love Yes.)

GABRIEL. He deserves more votes.

Waters up until he left the floyd. Now he cant come up with anything but war and politics.
I'm sorry Gabriel is just not my cup of tea!

From this list, I'd say Waters, Peart and Gabriel. But why forget one of the very best, the great Ian Anderson?!?

Waters has only one interesting lyric:
In the Flesh
So ya
Thought ya
Might like to
Go to the show.
To feel that warm thrill of confusion,
That space cadet glow.
I've got some bad news for you sunshine,
Pink isn't well, he stayed back at the hotel
And they sent us along as a surrogate band
We're gonna find out where you folks really stand.
Are there any queers in the theater tonight?
Get them up against the wall!
There's one in the spotlight, he don't look right to me,
Get him up against the wall!
That one looks Jewish!
And that one's a coon!
Who let all of this riff-raff into the room?
There's one smoking a joint,
And another with spots!
If I had my way,
I'd have all of you shot!
Well, Waters is intelligent, he's a better songwritter
than David Gilmour and Richard Wright TOGETHER (far better). But he
still sucks if compared to Syd Barrett...

How come Sinfield wasn't included on the list? He gets my vote.
Waters, Gabriel and both Andersons are all great too.

Roger waters for sure. His lyrics in Time and Dogs are some of the most haunting and chilling I've ever heard. He's got a way of making you understand how he felt when he wrote those lyrics....

I absolutely love Gabriel's lyrics !! Probably my favorite !! I so love his humor, and his theatrical side is so brillant ! You never get bore by reading his lyrics. He's the kind of guy that ameloirate the music by almost two times just by reading the lyrics ! I also love Peter Hammill, Ian Anderson, and I don't really know about him, but what I heard of him, fish looks great.

I'm a sucker for Jon Anderson's trippy, poetic, enigmatic musings.
Some call it self-indulgent fluff, others call it pretentious
mumbo-jumbo, but somehow it works for me. The music Yes created was
other-worldly, and I think Anderson came up with a lyrical writing
style that perfectly matched the uniqueness of that music.
Roger Waters is a completely different type of lyricist, almost 180
degrees from Anderson, but he would get my vote for second best.
