@James: I don’t think there is a movie, but definitely TV series. And the author and her characters are world famous.

I don't think so, Snowy. The author of that was born in Canada and we've found out she's not from North America (which rules out the U.S.A. and Canada).
And I don't think that series is fantasy fiction.

Yep.
To summarise to make things easier:
It's a fictional female character from a fantasy book series that has been made into a television series. The author apparently is a female, not British or North American. Also, the books seem to have been written or published between 1900 and 1970 which actually rules out my answer too (oops!).
The female character is aged under 20 years and was born on Earth but seemingly in a fictional city or town.
